民族地区决胜脱贫攻坚必须强化科技成果转化——以贵州省黔西南布依族苗族自治州为例

Reinforce the Transferring of Sci-tec Achievements to Get Rid of Poverty in Minority Areas——Take the example of Bouyei and Miao Autonomous Prefecture in the southwest of Guizhou Province

决胜脱贫攻坚,必须以创新为引领、以科技为引擎,强化科技成果转化,向科技要动力、要效益,依靠科技创新推动跨越发展。强化科技成果转化是推动黔西南决胜脱贫攻坚的新动力,只有强化科技成果转化,发挥科技创新作用,才能加快结构调整、培育新的产能和动能。黔西南决胜脱贫攻坚的现实迫切需要强化科技成果转化,必须打通科技与经济紧密结合的通道,让科技成果迅速、高效地转化为现实生产力,推动传统产业转型升级。面向经济主战场,要强化企业在转化科技成果中的主体地位,根据特色产业发展的需求转化科技成果,运用科技成果转化来支撑实体经济发展,推动科技成果在产业园区加快聚集落地。在决胜脱贫攻坚中强化科技成果转化,要依法依规推进科技成果转化的规范运行,建立适应成果转化要求的工作体制机制,创造有利推动科技成果转化的良好环境,着力打造承接科技成果转化的载体平台。

The key to overcoming poverty is to stick to technology,using it as an impetus and facilitator.Therefore,it is of great significance to transfer the sci-tec achievements and apply them into actual use. It is the same with the southwest of Guizhou province,where the transferring of science and technology achievements is critically important,so that structural adjustment and new industries can be nurtured. The realities faced by the minority areas require urgent transferring. In terms of economics,the dominant position of enterprises should be enhanced.In addition to considering the demands of some special industries,the transferring of sci-tec technologies should also help to promote the development of the real economy. Moreover,some concrete measures should be taken when transferring sci-tec achievements,such as enacting laws and regulations,setting up proper work mechanism and creating a favorable environment for the smooth transferring of sci-tec achievements.
