中国监狱按戒备等级分类管理及功能布局优化刍论

On the Classification Management According to Alert Level of Chinese Prison and Functional Layout Optimization Theory

对监狱按戒备等级进行科学分类,并对其功能布局进行动态调整优化,是监狱管理现代化的必由之路,无论是从监狱管理的有效性,还是从监狱功能的实现上来认知,都具有极端的重要性和现实的紧迫性。中国监狱按戒备等级分类管理是确保监狱安全的需要,是分类矫治罪犯的需要,是体现罪刑相适应刑法原则的需要,是提高监狱行刑效能的需要,是保障罪犯人权的需要。因此,从监狱功能的实现引入,回顾中国监狱分类的历程,阐述不同戒备等级监狱建筑形态及其文化质态的区别以及监狱分类与罪犯分类的相宜性关系,有助于戒备等级监狱及功能型监狱(监区)的合理布局与结构优化。

Prison scientific classification based the level of alert and the function of dynamic layout optimization are of great necessity on the way to modern prison management, which is of great importance and realistic urgency in terms of the effectiveness of prison management and the prison function to cognition. Classification management according to alert level in Chinese prison cater to the necessities of ensuring the safety of the prison, classification treatment of offenders, the embodiment of suiting punishment to the principle of criminal law, improving the prison execution efficiency, and safeguarding the human rights of criminals. Therefore, from the introduction of the realization of prison function, reviewing the history of China prison classification, this paper expounds the suitability between different level of alert prison and architectural forms of cultural attitude and the difference of the prison classification and classification of offenders and will contribute to the alert level and function of prison （prison areas） the reasonable layout and structure optimization.
