以自主创新不断增显中国道路的内涵和特色——我国科技改革开放40年的探索和实践

With independent innovation to constantly enhance the connotation and characteristics of China's road——Exploration and practice of 40 years' reform and opening up of science and technology in China

我国科技改革开放是国家整体改革开放的先导。在40年的改革开放中,科技发展战略、体制机制改革重大举措相继推出,促进了科技生产力大解放、大发展,显著提高了我国的科技实力以及创新能力与活力,国家创新体系、创新文化建设、科技管理水平都取得了长足的进步。面向未来,我国科技事业发展正面临着发展不平衡、供需矛盾持续、关键创新能力不足等方面的挑战。为落实好创新驱动发展战略,本文提出未来要把握正确指导思想、做好战略性布局、提升全球创新治理能力等三方面的建议思考。

the reform and opening up of China's science and technology is the forerunner of the overall reform and opening up of the country. In the 40 years of reform and opening up, some major initiatives of the development strategy of reform of the science and technology and system and mechanism have been launched,promoting the liberation and development of science and technologyproductivity,improving China's scientific and technological strength and innovative vitality, leading to great progress of the national innovation system, the construction of innovationculture, and science and technology management level. Facing the future, the development of science and technology in China is facing the challenges of unbalanced development, continuous supply and demand contradiction, lack of key innovation ability and so on. In the future, in order to implement the strategy of innovation-driven development, this paper puts forward some suggestions on the following three aspects: grasping the correct guiding ideology,doing a good strategic layout, and enhancing ability in the global innovation governance.
