A detailed textual analysis of Tanaka＇s manuscript and Yamagata＇s comments on it shows that ＂the Proposal of Imperial Defense Policy＂, which is coherent with the core content of ＂the Tanaka Memorial＂, was submitted to the Emperor by Yamagata after he wrote its comments on it, meaning that the proposal was actually put forward by Tanaka The proposal was immediately approved and the Imperial Defense Policy was officially made based on it. Thereafter, ＂the Imperial Defense Policy＂, serving as a national policy for the Militarist government and the unquestionable guideline for Japanese imperial army, had been fully implemented in the Meiji, Taisho and Showa periods. Based on Marxist and materialist historical views, the investigation of the related historical document will shake the foundation of the argument that the ＂Tanake Document＂ was counterfeited.
