摘要 利用2012-2014年重庆市县级公立医院财务数据,分析重庆市县级公立医院薪酬特征及其影响因素。结果显示,经济发展水平、医疗市场总量、收支结余能力、成本管理能力、运行效率、分配倾向等因素对县级公立医院薪酬水平存在显著的促进效应,医院成长能力存在显著的阻滞效应。对此,应重视医务人员劳动价值,提高整体薪酬水平,按分步分类路径建立县级公立医院薪酬体系动态增长和调节机制,绩效工资制度要体现"目标—任务—考核—发放"一体化和"质量—安全—成本—效率"一体化,内部薪酬分配要引导临床与行政后勤科室、临床科室之间、临床科室内部形成适度极差,并建立院科两级的绩效分配平衡池机制。 The paper analyzed the salary characteristics of county-level public hospitals and its influencing factors using the financial data of county-level public hospitals in Chongqing city from 2012 to 2014. The results showed that the level of economic development, total medical market, balance of payments ability, cost management capabilities, operating efficiency and distribution trend have positive effect on the salary level. The growth capacity of hospitals has negative effect on it. In this regard, we should attach importance to the labor value of medical staff, raise the overall salary level and set up the dynamic growth and adjustment mechanism of the salary system in county-level public hospitals according to the stepby-step and classification path. The performance salary system should embody the integration of"target-task-evaluationpay"and"quality-safety-cost-efficiency". The internal remuneration distribution should guide the moderate disparity between the clinical departments and administrative logistics departments, between clinical departments and within clinical department, thereby establishing a balanced pool mechanism of performance distribution.
