Empirical Study on Institutional Elderly Service in Beijing

北京市机构养老服务在长足发展的同时,还存在设施总量不足与结构性失衡并存、机构设置审批环节障碍、服务供给与需求矛盾突出、从业人员队伍建设滞后、机构扶持政策单一等问题。其主要原因在于,机构养老服务设置审批、养老服务支付、专业服务人才培养、养老服务监管和激励等顶层设计仍有待完善。北京市应加快机构养老服务立法顶层设计,以提高机构养老服务质量为核心,从供给侧和需求侧发力,突出"放管服"三方面的政府职能改革,发挥机构养老服务在"四级养老服务体系"中的支撑辐射功能。

The institutional elderly services in Beijing have made considerable progress, but there are some outstanding problems such as： the existence of inadequate total facilities and structural imbalances, the institutional barriers on the certificate of approval for institutions, contradiction between the service supply and demand, the delay of staff team construction, and the deficiencies of supportive policies. The bottlenecks are embodied in the institutions and mechanisms, including the certification institutions, the payment mechanism, talent development mechanism, the supervision and supportive mechanisms and so on. Legislation must be emphasized, and the quality improvement of institutional elderly services should be taken as the core.The transformation of government function should be accelerated from supply-side and demand-side,and should be streamlining administration and improving government approval services.The institutional elderly services should be the supporting role in the ＂Four-Level elderly service system＂ in Beijing.
