创新城市社区治理需要多元治理主体参与,进而形成共享共治格局。作为治理主体之一,社会组织参与城市社区治理乃大势所趋。现实中,社会组织参与城市社区治理面临诸多困境:主观层面,社会组织内在固有的依赖性尚待祛除;客观层面,社会组织发展的外在条件尚待完善。破解困境之外在助力:一是注重城市社区治理的底层设计,以构建共建共享的治理格局;二是注重城市社区治理的配套放权制度安排,以开创社区内部互动合作的治理模式;三是注重城市社区治理综合服务平台建立,以形成为居民提供更加多样和细致的服务局面。破解困境之内在动因:一是强化平等、独立、自主的多元主体治理的理念;二是构建沟通、协商、共赢为原则的合作治理机制;三是建立权力、责任、义务明晰的权力清单管理方式。
