中国特色小镇发展现状及未来发展路径研究

特色小镇作为介于城市和农村之间的缓冲地区,通过充分发挥其"亚核心"效应,集聚产业和资源,形成产业集聚,并逐步实现区位优势极化,从而有效推进新型城镇化建设和城乡一体化进程。通过对特色小镇的发展现状、内涵、功能定位以及存在的优势和困境进行综合分析,提出立足区位特点,确立发展重点、培育特色产业,实现产业集聚、"顶层设计+基层探索"共同助力特色小镇健康发展、完善评估体系,实现科学评价、升级融资方式,实现多渠道融资、转变政府职能,强调企业主体地位、推进产城融合,提升生态宜居性的发展路径,旨在推进特色小镇发展,加快新型城镇化进程。

Characteristic small town is the innovation and breakthrough of the the new urbanization construction under the circumstance of new economic development.As the buffer between urban and rural areas,characteristic towns are playing a role of＂sub-core＂effect and gathering industries and resources,so as to realize the industrial cluster and the polarization of regional advantages.Further it is helpful to promote the construction of new type of urbanization and the integration of urban and rural areas.Through the comprehensive analysis of the current situation,connotation,function orientation and existing predicament of,in this paper,through comprehensive analysis of the characteristics of town development,connotation,function and existing advantages and difficulties,based on regional characteristics,establish the focus of development,developing the special industry,to achieve industrial agglomeration,＂ top-level design ＋ grassroots exploration＂ together to help the healthy development of small town characteristics and perfect evaluation system,realize scientific evaluation and upgrade the financing way,the financing channels,to achieve the transformation of government functions,emphasize the dominant position of enterprises,promote the integration of city and enhance the development path of ecological livable,aims to promote the development of small town characteristics and accelerating the process of new urbanization.
