环境规制与低碳经济发展的关系及产业特性分析

Analysis on the Relationship between Environmental Regulation and Low Carbon Economy Development and Industry Characteristics

控制和减少中国碳排,发展低碳经济已成为当下研究的热门问题之一。产业结构是影响低碳经济发展的重要因素。本文通过产业结构总体性分析表明"二三一"产业特性与"二三一"产业能源消费结构息息相关,使得产业能源消费结构具有"高碳"特征。再通过格兰杰因果关系检验分析,政府环境规制是引起单位GDP碳排变动的其中一个因素。

With the development of low-carbon economy, how to control and reduce carbon emissions in China is a hot issue.Industrial characteristics of different industrial structure is an important factor affecting the development of low carbon economy. The government environmental regulation can affect the industrial struc-ture upgrading, low carbon. In this paper, the overall analysis of the industrial structure shows that different industrial characteristics and industrial energy consumption structure is closely related, the existing industrial characteristics determine the industrial energy consumption structure with high carbon character-istics.Then by Grainger causality test analysis, the government environmental regulation is the cause of the first and two or three industrial units GDP carbon emissions changes.
