煤炭城市新型城镇化的制约因素及规划调控策略——以黑龙江省煤炭城市为例

Influence factors and planning control strategies of coal cities basing upon new-type urbanization:a case study of coal cities in Heilongjiang Province

在对煤炭城市传统城镇化演化历程中存在的问题及新型城镇化的建设需求进行比较分析的基础上,分析了煤炭城市资源压覆、政府与煤炭企业之间的矛盾以及煤炭资源开采引发的环境问题和自身存在的交通条件不便、区位偏离、社会经济发展不足、城市发展动力缺乏等方面问题,提出了推进多规合一、创建新型城镇关系、创建新型产业体系等规划调控策略,以期为煤炭城市的新型城镇化及可持续发展提供借鉴和参考。

Basing upon a comparative analysis on problems of traditional urbanization evolution processes and construction needs of new-type urbanization in coal cities, the authors analyzed resources coverage of coal cities, contradiction between governments and coal enterprises, environmental problems caused by mining coal resources and other issues on itself, such as inconvenient traffic conditions, location deviation, lacking social and economic development and development motivation, and also provided planning control strategies of promoting integration of multiple plans, establishing new urbanization relationship and new pattern industrial system, in order to provide a reference for coal cities＇ new urbanization and sustainable development.
