标准免费公开是中国标准化进程中的选项而备受关注。中国国家标准和行业标准制定、推广和管理费用大部分来自于起草单位自筹,少量来自于财政专项补助经费。国际标准、外国国家标准、社团标准和政府标准收费是普遍规则。标准具有信息商品属性、价值和版权,标准共同体共享版权,公益不是国家标准当然属性。文章认为,标准免费公开免费危及标准的生存和导致版权滥用,标准使用收费是尊重知识,"公益类标准"不必免费。

Free charge and disclosure of standards are an option in the process of standardization in China and has attracted much attention. The cost for the development, promotion and management of the national standards and industry standards are mostly self-financing from the standards development organizers and developers, and a small amount subsidy from financial expenditure in China. The charges are universal rules for international standards, foreign national standards, social organization standards and government standards. Standards have the attributes of information commodity, value and copyright, standard community share copyright, but commonweal is not the nature attributes of national standards. The article believes that the standard openness and free of charge endanger the standard survival and lead to copyright abuse, the charge for standard use is to respect knowledge and ＂commonweal standards＂ do not have to be free.
