京津冀协同创新发展现状研究--基于天津视角.

Current Situation of Collaborative Innovation Among Beijing,Tianjin and Hebei Province:An Analysis from the Perspective of Tianjin

基于天津视角,首先总结了天津在京津冀协同创新发展中取得的成就,包括承担相关课题、获得经费支持、成立合作专项、建立研发机构、引进高端人才等等;其次,探讨了天津在协同发展中遇到的创新瓶颈,如抑制天津创新发展的自身劣势与创新资源配置的不均衡;最后,面对机遇和挑战,提出了促进天津创新发展的对策,从政策体系完善、企业激励、高校合作等多方面整体部署,形成创新产业链的融合、对接。

This paper summarizes the development achievements of Tianjin in the Beijing-Tianjin-Hebei collaborative development initiative from the perspective of the city, including projects undertaken by Tianjin, funding, the establishment of cooperation projects, the establishment of R＆D institutions, the introduction of high-end talents, etc. It also discusses the innovation bottleneck ofthe city, such as the weaknesses of innovation and unbalaneed resources allocation. Finally, in the face of opportunities and challenges, it puts forward some countermeasures in promoting innovation in Tianjin, in respect of the policy system, incentive and university cooperation to form the innovation industry chain.
