民间公益组织发展状况评价指标体系的构建与应用——基于模糊综合评价法和层次分析法

Construction and Application of Evaluation Index System for the Development of Nongovernmental Organizations——Based on Fuzzy Comprehensive Evaluation Method and Analytic Hierarchy Process

采用划类选典的方式选取杭州市部分民间公益组织,构建民间公益组织评价指标体系,利用层次分析法确定各级指标权重,并通过模糊综合评价法对杭州民间公益组织的整体发展情况进行评价.结果表明,目前杭州市民间公益组织处于发展较好的阶段.最后从组织运作、资金运转、成员素质、特色宣传、活动创新五个方面对民间公益组织的改进提出针对性的建议.

This paper selects some civil public welfare organizations in Hangzhou by way of sorting and selecting books. And it constructs evaluation index system of the public welfare organizations, using AHP to determine the weight of indicators at all levels. Finally it evaluates the overall development of the public welfare organizations through the fuzzy comprehensive evaluation method. The result shows that the public welfare organizations in Hangzhou are in a better stage of development. Finally, this pa- per puts forward some suggestions for the public welfare organizations from the aspects of organization operation, fund operation, member quality, characteristic propaganda and activity innovation.
