多元主体参与地方综合减灾的协同治理机制研究

The Collaborative Governance Mechanism of Multiple Subjects Participating the Local Comprehensive Disaster Reduction

灾害是威胁地方社会安全的不稳定因素,也是各级地方政府在减灾治理方面肩负的重任。由于我国科层体制和政府、社会、市场权力地位的非均衡制约,地方政府提升综合防灾减灾能力面临重重困难。文章把目光投向鼓励多元社会力量参与的制度创新,在协同治理的框架下,厘清地方综合减灾多元主体结构,进行协同行动分析,以期探索地方政府综合减灾多主体之间的协同路径。

Disasters are the disturbing factors for local social security,which is also the responsibility for the local government of various levels to reduce natural disasters. The unbalanced governance,due to the system,government,society,and the power and position of market,is facing difficulties to improve the comprehensive competence. It is encouraged to allow the multiple social forces to participate the system innovation. Under the framework of collaborative innovation,it is important to clarify the multiple subject structure and to analyze the corporate action. It hopes to explore a collaborative road for the subjects to work on the comprehensive disaster reduction.
