包容性共享是改革发展成果共享的内在价值和核心理念,蕴含着宽容与妥协两个层面的基本含义。由宽容和妥协构成的包容性共享,对于促进改革发展成果共享具有重要的价值意义,体现了对人的尊重。宽容妥协是改革发展成果共享中公共理性的智慧表达,其本身是以和平的方式解决矛盾,从而实现改革发展成果共享。在改革开放的实践进程中,改革发展成果包容性共享的实现基础,就是要以大多数人的最大利益为根本准则,明确宽容妥协的限度,培养宽容妥协的意识与自觉,并建立健全相应的制度框架,以维护平等、自由原则,保证宽容妥协在有序的状态下得以彰显。

Inclusive sharing whose implication contains tolerance and compromise is the intrinsic value and core idea of sharing the fruits of reform and development,and shows respect for people. Tolerance and compromise is the wise expression of public reason and means resolving contradiction peacefully so as to share the fruits of reform and development. To realize inclusive sharing in the process of reform and opening up,we must take the greatest interests for the greatest number as the fundamental principle,set the limit of tolerance and compromise,cultivate awareness and consciousness of tolerance and compromise,establish and improve institutional framework to defend the principle of equality and liberty so that tolerance and compromise can be shown in an orderly state.
