民族区域旅游扶贫模式研究——以甘孜县为例

A Study of Poverty Alleviation Model of Ethnic Regional Tourism——Taking Ganzi County as an Example

输血式的扶贫帮困向造血式的产业合作转变,需要互利双赢的区域合作新模式,即找到一个政府主导的对口援助逐渐向市场主导的合作双赢的途径。甘孜县原始的自然风光、淳朴的民风民俗、雅砻江两岸遍布的藏传佛教寺庙、独一无二的红色旅游资源和开始兴起的现代酒店等已经为旅游业发展提供了基本的可行性。未来甘孜县产业发展的重点之一应是旅游业,借助"绿水青山就是金山银山"的绿色发展和对口援藏战略的双重支持,着力打造甘孜县旅游业发展并为所在区域贫困农户脱贫提供生计支持。

To realize the transformation from the blood-transfusion typed poverty alleviation to the hematopoietic type by industrial cooperation, a new model of win-win regional cooperation is needed, that is,to find a way for win-win cooperation to gradually turn the government-oriented assistance to the market-oriented support. In Ganzi County, the original natural scenery, simple folk customs, Tibetan Buddhism temples along the two sides of the Yalong River, the unique red tourism resources and the emerging modern hotels have proved the basic feasibility for the development of the tourism industry. Tourism industry will be one of the major industries in Ganzi County. By the double supports of green development themed as lucid waters and lush mountains are invaluable assets and relevant aid strategy for Tibet, efforts should be made to develop the tourism and provide support for poverty alleviation of poverty-stricken families.
