提升基层医疗卫生机构服务能力研究——以福州市为例

Research of Service Ability Promotion of Primary-level Medical and Health Institutions:Case Study of Fuzhou

提高基层医疗卫生机构服务能力是新医改的重要内容。新医改以来,基层医疗卫生机构在基础设施建设、医疗设备和医疗技术水平等方面有了很大改善,为提供基本公共卫生服务和基本医疗服务创造了条件,但双向转诊制度没有得到落实,医疗服务模式没有大的改变,基层医疗卫生机构依然得不到城乡居民的信任,"小病在社区、大病到医院"的就医格局没有形成。为此,各级政府应明确基层医疗卫生机构的公益性质,紧紧围绕"保基本、强基层、建机制"的新医改要求,不断加大财政投入,继续改善基层医疗卫生机构的基础设施、医疗设备,加强基层卫生技术人才队伍建设,不断提升基层医疗卫生机构的服务能力。

Improving the service ability of primary-level medical and health institutions is an important part of the new medical reform.Since then,primary-level medical and health institutions have made great improvement in infrastructure construction,medical equipment and medical technology,which contributes to the provision of basic public health services and basic medical services.However,the Dual Referral Mechanism has not been fully implemented.The mode of medical service does not change significantly.Primary-level medical and health care institutions still fail to be trusted by urban and rural residents.The medical pattern of＂Light illness being treated in communities and serious illness being treated in hospitals＂has not formed yet.To this end,all departments of governments should further understand the public nature of grass-roots medical and health institutions,performing the new medical reform requirements of＂maintaining basic services,strengthening the primary-level medical and health institutions and establishing mechanisms＂,increasing financial investment continuously,improving the infrastructure and medical equipment of primary-level medical and health institutions continuously,strengthening the construction of primary-level medical and technical human resources,and promoting the service ability of primary-level medical and health institutions continuously.
