Accelerate Open and Democratic Management of School Affairs Promote Operative Transparency and Administration by Law

推进高校民主管理是深化教育领域综合改革的需要,是建立现代大学管理体系的需要。民主管理的前提之一是做好校务公开,按照中央对高校阳光办学的要求,切实做到依法依规治校。工会在推进校务公开民主管理工作中负有重大的责任。要通过建章立制、细化流程、强化职能、拓宽渠道、全面全程公开等措施,不断深化阳光办学,实现更高程度的依法治校,从而推动高等教育的发展。

Accelerating democratic management in universities and colleges is the requirement to deepen comprehensive reforms in education and build management system of modern universities. One of the preconditions of democratic management is to handle public administrative affairs and effectively manage the universities by law and regulations in accordance with requirements from the central government. Trade unions shoulder heavy responsibility to promote the implementation of democratic management in universities and colleges. It should be carried out to build rules and regulations, elaborate the procedure, strengthen the functions, broaden the channels, present the whole process in public and so on, to continuously deepen the implementation of democratic and transparent administration of universities and reach greater school administration by law thus to promote the development of higher education.
