摘要
新医改以来,宏观人事薪酬政策经历软性政策要求、总体探索和重点突破、全面改革等三个阶段,呈现出从公益导向,平等为重,到平等向效率回拉,到侧重效率,突破难点的阶段特征。薪酬、职称评聘和编制等中观政策也分别演进,呈现出各自的特征。政策演变中展现出政策探索路径各异、亟待解决问题优先导向的演变机制。建议处理好平等与效率的关系,科学运用政策试验推进政策制定,提高改革的全面统筹能力。
Since the new medical reform, the macro personnel salary policy has experienced three stages of soft policy require- ments, overall exploration, key breakthrough and comprehensive reform, showing tbe characteristics of public oriented, equal weight, equal to the efficiency of the pull back, to focus on efficiency and the breakthrough. The evolution of policies(such as salary, evaluation of professional titles and formation) were processed with their own characteristics, in the course of policy evolution, the evolution mechanism of policy exploration path was different, and the problem should be solved first. It suggested to deal with the relationship between equality and efficiency, scientifically apply policy experiments to promote policy making, and improve the overall planning ability of reform.
