A Thorough and Complete Blueprint: On the Development of the CPC's Modernization and Its Planning

中华人民共和国成立后,随着民主革命任务的完成,中国共产党将改变贫穷落后面貌、实现现代化作为自己的奋斗目标。以毛泽东同志为核心的第一代领导集体提出了到20世纪末实现"四个现代化"的目标;改革开放以后,以邓小平同志为核心的第二代领导集体提出了"小康社会"目标和"三步走"设想;到20世纪末,党的十五大提出了跨世纪战略和"两个一百年"设想。2017年召开的十九大,以习近平同志为核心的党中央则进一步规划了未来中国的发展目标和设想:到2020年,中国共产党建党一百年的时候,消除贫困,实现全面建成小康社会的目标;到2035年,实现中国的现代化;到2050年,实现共同富裕,把中国建设成为现代化强国。从新中国68年的历史来看,中国共产党坚持一张蓝图绘到底,始终将实现中国的现代化作为自己的奋斗目标,并根据发展阶段和形势任务的变化,不断细化和完善目标、步骤及规划,通过将长期设想与中期目标和年度规划相结合,发挥了社会主义长期、中期和短期目标有机统一的优越性。

After founding the People’s Republic of China and completing the task of the democratic revolution,the CPC upgraded its goal as alleviating poverty and backwardness and realizing modernization.The first generation of leaders at the core of comrade Mao Ze-dong put forward the goal of achieving"four modernizations"by the end of the 20th century.After the reform and opening up,the second generation of leaders with comrade Deng Xiao-ping as the core put forward the goal of "well-off society"and"three steps".By the end of the 20th century,the 15th CPC National Congress proposed the trans-century strategy and the"two centenary"vision.The 19th Party Congress in2017,with a core of Xi Jin-ping,general secretary of the CPC central committee,furthered the planning for China’s future development goals and ideas.By2020,the 100th anniversary of the founding of the CPC in one hundred,China will eliminate poverty and achieve the goal of building a well-off society in an allround way.We will realize China’s modernization by 2035.By 2050,we will achieve common prosperity and build China into a modern power.In retrospective of the 68-year history of the PRC,the CPC sticks to a thorough and complete blueprint by constantly considering realizing China’s modernization as its goal,continually refines and improves the goals,steps and planning according to the stage of development and the shift of situation and tasks,and brings into full play the advantages of the organic unity of socialist long-term,medium-term and short-term goals through the integration of long-term vision,medium-term target and annual planning.
