SWOT视域下工科院校实验室安全管理问题研究

Research on Laboratory Safety Management of Engineering Colleges by SWOT

工科院校实验室是人才培养、科学研究和对外交流的重要场所,随着实验室承载职能的日益增多、科研探索风险的不断升高,实验室的安全管理压力不断增大。运用SWOT分析法对当前工科院校实验室的内、外部环境进行了深入研究,认为安全管理的"优势"在于人员素养高、资金渠道广,"劣势"在于科研试验风险高、危险源种类多、标准化程度低,"机遇"在于各级管理部门对安全工作日益重视,"威胁"在于学校层面重视不够、管理水平不高,并提出通过考核管理业绩以提升能动性、强化科技支撑以提升信息化水平、加强设计论证以提升本质安全、搭建交流平台以提升管理水平等安全管理的对策,最后介绍了该校通过采用SWOT分析法所取得的管理成效,以期起到借鉴作用。

The Laboratory of engineering colleges is an important place for talent cultivation, scientific research and external communication. With the increasing of laboratory＇ s functions, the rising of scientific research＇ s risk, the pressure of laboratory safety management is deeply increasing. This paper adopts SWOT to analyze the internal and external environments of laboratory, and concludes that the advantages of safety management are the high personnel quality and wide capital channels, the weaknesses are the high risks of research, much varieties of hazards and low degree of standardization, the opportunities are more and more attention to safety of management departments, the challenges are not enough attention to safety and low management level of the college. Based on the above analysis, the level of laboratory safety management can be improved by evaluating the performance to improve initiative, promoting the technology to improve informationization, demonstrating the design to promote intrinsically safe, and establishing the communication platform to promote management level. Finally, the management performance of N JUST by using the SWOT is improved. It has the reference meaning for other universities.
