经济新常态对我国高等教育提出了新的要求,地方普通本科高校因势转型,培养应用型人才,服务地方经济和社会发展是大势所趋。以产业结构调整升级和创新驱动为导向的战略性人才需求,将导致实践教育资源长期处于短缺的状态。而这种状态的改变仅仅依靠单一的财政投入模式和过渡性的治理方式是不行的,只有通过市场化机制整合全社会的资源,建立高校、企业、政府多元化的协同治理机制,才能彻底解决转型高校实践教育资源的有效供给问题。

The new economic normal puts forward new requirements for higher education in our country, and it is a general trend to culti-vate applied talents and enhance the ability to serve local economic and social development for local ordinary undergraduate colleges.The demand for strategic talents oriented by industrial structure adjustment and upgrading and innovation drive will lead to the shortageof practical education resources for a long time. But the fact that this change in the state depends only on a single financial investmentpattern and transitional governance is not feasible. The problem of effective supply of high school education resources transformation canbe solved only by integrating the resources of the whole society through the market mechanism, and the establishment of diversified co-operative governance mechanism involving universities, enterprises and government.
