政府职能转变背景下我国行业协会发展问题研究

The Study of the Industry Associations Development in China under the Government Reform of the Administrative System

在我国深化行政体制改革,加速政府职能转变的背景和趋势下,作为计划与市场之间的"第三只手"的行业协会在经济领域正在发挥着越发重要的作用。通过简要研究当前政府职能转变的相关背景,对行业协会做基本介绍,分析行业协会在政府职能转变中所承担的责任;通过总结当前中国行业协会发展的现状,从政府职能转变的角度分析其原因并针对实际情况对行业协会的发展进行反思和建议。研究得出,行业协会在发展的同时既要有市场责任,也要有社会责任,政府要在简政放权的同时运用多种手段加强监管。

Under the background of the government reform of the administrative system and the trend of shifting the government functions,the industry associations,as ＇the third hand＇ between the plans and markets,are playing an increasingly important roles in economic field. Through the research of the government administrative system reform and the introduction of the industry associations,we analyze the responsibilities the industry associations have. Through the conclusion of the industry associations current situation,we give the introspection and suggestions in terms of the transformation in government. Through the research,we find that the industry associations should undertake both the market responsibility and the social responsibility. The government should use multiple measures to supervise the association when streamlining administration and delegate power to the lower levels.
