摘要
一直以来,以土地利用为核心的控制性详细规划,缺乏对城市空间、公共环境、城市风貌等方面的整体把握,刚性有余、弹性不足,也导致了建筑风格趋同,城市特色消失的现实状况。如何发挥城市设计在空间形态、城市风貌控制等方面的优势,将城市设计成果引入城市规划管理与开发控制中,指导土地出让和后续开发建设,是笔者一直探索的问题。在长沙市控规城市设计全覆盖的基础上,笔者尝试将控规与城市设计进行融合,希望通过对控规城市设计核心要素进行梳理、"翻译",最终纳入规划管理文件,以满足城市多元化发展和精细化管理的需要。
Regulatory plan has long been persisted and crutial in land-use, but with limited ability to tackle the multi- dimention issues in terms of spatial, environmental and public interests, as well as urban form and other aspects. Thus, it tends to be a sterotype rather than a flexible planning approach. This can be regarded as the main reason that why urban spatial forms become more similar with fading urban characteristics. We guide the following land transfer by exploring the development of urban designs in management and control of urban construction. Meanwhile, we try to integrate urban design and regulatory lan based on Entire Coverage Urban ~esign of Changsha (in the phase of egulatory plan) , and "translate" and "institutionalize" the core factors n urban desigh in order to change the administrative documents that had long been persistent in urban planning and construction governance activities, it is the crucial to meet the various needs of urban diversification and good aovemance.
