西南生态安全屏障战略视阈下云南生物多样性保护对策

Biodiversity Conservation Measures under the “Ecological Security Barrier” Strategy in Yunnan Province

中国共产党十九大提出实施重要生态系统保护和修复重大工程,优化生态安全屏障体系,构建生物多样性保护网络。云南生物多样性十分丰富,是具有全球意义的生物多样性关键地区之一,是我国重要的西南生态安全屏障。本文综述了云南生物多样性现状和生态安全屏障基本状况,分析了生态安全屏障建设与生物多样性保护的成效及面临挑战,提出了以下对策建议:构建自然保护地体系,加快建立国家公园体制;加强迁地保护,使国家战略性生物物种与遗传资源得到较好保存;深入开展生物多样性恢复,提升国家生态安全保障能力。

Increasing the protection of the ecosystem was put forward in the 19 th CPC National Congress. We will implement major works on conservation and restoration of important ecosystems,and optimize the ecological security barrier system,and built the biodiversity conservation network. Yunnan province is the most abundant area of biodiversity in China,which is one of the most important focuses of global significance and the key Ecological Security Barrier in China. In view of the status of biodiversity in Yunnan,the paper discussed of biodiversity conservation effectiveness,and analyzed the existing challenges on biodiversity conservation in Yunnan. In addition, biodiversity conservation measures are proposed related to the existing problems and challenges in Yunnan province. Firstly,in situ protection system should be improved,and the establishment of the national park system should also be accelerated. Secondly,the ex situ conservation system should be strengthened to make the national strategic biological species and genetic resources better preserved. Finally,in order to improve national ecological security,the major projects for biodiversity restoration should be implemented effectively.
