摘要
对我国危险废物相关有害物质环境风险全过程防控现状进行了梳理,并对危险废物环境风险全过程防控体系发展不平衡导致的矛盾进行讨论。结果显示,当前我国危险废物相关有害物质环境风险防控体系各环节处于不同的发展阶段,工作基础差别很大。既存在明显的制度盲区,也存在矛盾压力的集聚区。建议持续推动危险废物环境风险全过程防控体系构筑,加快相关法律制度、标准规范建设,进一步落实企业主体责任制度,加大相关管理技术研究投入。
The whole process of environmental risk prevention and control of hazardous waste in China was reviewed. The contradiction that caused by the development of the whole process of environmental risk prevention and control of hazardous waste unbalanced is discussed. The results show that present the environmental risk prevention and control system of hazardous waste related hazardous substances in China is in different stages of development,the work base varies greatly. There are obvious blind areas, and also gathering areas of contradictory pressure. It was suggested that continue to promote the construction of the whole process of environmental risk prevention of hazardous waste and further implement the principal responsibility of the enterprise. The construction of the legal system, standard specification should be speeded up. Also,related management technology research inputs should be increased.
