摘要
海绵城市建设与气象息息相关。以气象事业发展为切入点,探讨气象在海绵城市建设中的作用。气象在海绵城市建设中的作用主要体现在气象部门多方位、多举措参与其中:一是做好暴雨强度公式修订,为科学规划城市排水管道、防范城市内涝做出贡献;二是加强监测,根据海绵城市建设需要,参与监测站点设置,提供城市精细化降水监测;三是积极开展城市暴雨灾害预报预警,提高精细化预报预警能力,确保市区易积涝点因强降水积水时及时疏通;四是加强人影能力建设,及时启动增雨作业,及时缓解旱情,依靠科学手段确保"海绵"及时喝到天水;五是开展城市热岛效应研究,为海绵城市建设给出调控建议。新状态下,只有拓展气象服务发展新理念、完善气象防灾减灾体系建设、加强与政府有关部门的协作和配合等工作,才能实现人与自然和谐相处。
The construction of sponge city is closely related to the weather,with the development of meteorological industry as the breakthrough point,Discussion the function of Meteorology in the construction of sponge city. The function of Meteorology in the construction of sponge cities is mainly embodied in the multi orientation and multi measures of meteorological departments: First,revise the formula of rainstorm intensity so as to make contributions to scientific planning of urban drainage pipeline and prevention of urban waterlogging; Two is to strengthen monitoring, according to the sponge city construction needs, to participate in monitoring site settings, to provide urban fine precipitation monitoring; Three is to actively carry out urban storm disaster forecasting and early warning,improve fine forecasting and early warning ability,ensure urban easy accumulation waterlogging point,due to heavy rainfall,water timely dredge; Four is to strengthen the capacity of figure building,timely start rainfall operations,and timely mitigation of drought,relying on scientific means to ensure that"sponge"in time to drink Tianshui; Five is to carry out urban heat island effect research,for sponge city construction gives regulatory suggestions. In the new situation, only by expanding the new concept of meteorological service development,improving the construction of meteorological disaster prevention and mitigation system and strengthening cooperation and coordination with relevant government departments,can people and nature live in harmony.
