我国社会福利立法不健全,其现状不仅滞后于经济水平,而且不符合平等、公平、正义的人文价值取向。以人为本的法治建设、扶贫攻坚需要社会福利立法的完善。全面建设小康社会为社会福利立法的改革提供了发展方向。我国社会福利立法的完善,亟需提上日程。

The social welfare legislation in our country is still deficient in that its status quo not only lags behind the economic level, but fails to comply with the humanistic value orientation of equality,fairness and justice. The people-oriented rule of law and poverty alleviation both need sound social welfare legislation. Building a moderately prosperous society in all respects charts a direction for the reform of social welfare legislation. The improvement of our country＇s social welfare legislation should be put on the agenda as soon as possible.
