精准扶贫应以解决能力贫困问题为重点

Targeted Poverty Alleviation Measures Should Focus on Improving Capabilities

能力贫困是诺贝尔经济学奖得主阿马蒂亚·森教授针对经济繁荣下的贫困提出的命题,在阿马蒂亚·森教授看来,经济繁荣之下的贫困并非是物质供给不足造成的,而是贫困者自身能力欠缺,参与社会竞争能力低下导致的。结合目前国内正在进行的精准扶贫,应该更加注重贫困群体的能力提升,在贫困识别、扶贫方式以及扶贫目标达成等方面参考能力贫困理论及其相关指标进行制度设计。

Professor Amartya Sen, a Nobel Laureate in economics, adopted the capability approach to addressing poverty under economic prosperity According to Professor Sen, the poverty under the prosperous economy is not caused by the shortage of material supply; but by the poor people themselves--their inadequate capabilities fbr participating in social competition. As China is now taking targeted measures to reduce poverty; the government should pay more attention to improving the capabilities of the poor, and making institutional design concerning poverty identification, ways of poverty reduction and reaching targets for poverty alleviation with reference to the capability approach and its related indicators.
