摘要
面对政府间接调控越调越涨的现象,作者从保障性住房视角出发,基于静态一般均衡框架,分别构造了包含商品性住房和保障性住房的模型。在满足生产规模不变和边际效用递减的情况下,求出均衡解,并对所求出的均衡进行了福利分析。作者发现通过提高高收入人群的税收来建设保障性住房,比通过提高企业的税收更加有效;保障性住房的建设不仅能增加低收入人群的福利水平,也会增加高收入人群的福利水平。保障性住房的供给将使得房地产企业对商品性住房的价格控制有所下降。最后作者认为在稳定保障性住房建设收入来源方面,政府需要设计合理的税收结构,对家庭部门征收一定的房地产税是一个较好的选择。
Facing the phenomenon that the indirect regulation carrying out by the government is unsuccessful, this article constructs the models containing commercial housing and affordable housing respectively based on the static general equilibrium framework from the perspective of affordable housing. To meet the condition of constant scale of production and diminishing marginal utility, the authors find out the equilibrium solution and analyze the welfare based on the solved equilibrium. The authors find that by raising taxes on high- income people to build affordable housing is more efficient than by increasing corporate tax. The construction of affordable housing can not only increase the welfare level of low-income people, but also can increase the benefits of high-income people. The supply of affordable housing will reduce the price control of commercial housing by real estate enterprises. Finally the authors indicate that the government needs to design a reasonable tax structure to stabilize the income source of affordable housing construction, and a certain property tax on the household sector is a good choice.
