论高校推动“两个责任”的落实

On the Implementation of Promoting the "Two Responsibilities" in Universities and Colleges

高校落实"两个责任"是扎实推进全面从严治党的必然要求,也为高校全面贯彻"立德树人"的育人使命、真正建立现代大学制度、维护高校的改革发展稳定提供了强有力的保障。不过,面对当前全面从严治党不断引向深入的新形势,高校"两个责任"落实还存在责任意识不强、责任落实不力和责任追究不严等不足或问题。究其原因,主要在对"两个责任"的深刻内涵、职责界限及其辩证关系在认识上把握不准,理解不透。为此,高校要进一步增强对"两个责任"重要性认识,创新思路举措,加大工作力度,切实推进"两个责任"落实落地,进而更好服务于高校的改革发展事业与"双一流"建设。

The full implementation of ＂two responsibilities＂ by universities and colleges is the inevitable requirement to strongly and comprehensively promote strict governance on the CPC,which offers strong guarantee for universities and colleges to completely carry out the education mission of ＂strengthening moral education and cultivating people＂,to really establish modern university system,and to maintain university＇s stabilization in reform and development.In the new situation of comprehensively strengthening Party self-discipline,the implementation of ＂two responsibilities＂ has its shortcomings and problems such as the lack of conscientiousness,implementation and punishment.The reason is that universities have not profoundly comprehended the connotation,function,and the dialectic relationship of the policy of ＂two responsibilities＂.Therefore,universities should enforce their cognition upon the importance of ＂two responsibilities＂,innovate thinking patterns,intensify work efforts and implement ＂ two responsibilities＂ concretely in order to make greater contribution to the reform and development of universities and colleges as well as the construction of ＂double first-class＂.
