代建单位人员构架合理性评价研究

摘要 针对代建单位人员构架管理不尽合理的现状和评价复杂的问题,通过文献归纳法和专家访谈法从组织架构合理性、人员配备合理性、人员综合素质等3个维度,采用经专家权威系数模型改进的Delphi法和结构熵权法研究代建单位人员构架合理性评价方法,为人员构架合理性的量化评价与管理提供借鉴。 In view of the status of irrational personnel structure and the problems of complex evaluation of vicarious management corporation,this paper through literature review and expert interview studies the rationality assessment metrics in three dimensions,including rationality of organization structure,rationality of staffing and comprehensive quality of personal resources. Then,applies the Delphi method and structure entropy weighting method modified by the expert authority coefficient model to evaluate the rationality of personnel structure,in order to provide reference for the quantitative evaluation and management of personnel rationality.
