国外装备科研生产军民融合法规建设的经验研究

Experience Research on Law Construction of Foreign Countries＇ Practice in Research and Production of Civil-Military Integration Equipment

系统分析了美、英、法、日、俄等国的装备科研生产军民融合法规建设特点，总结了武器装备采办、军民两用技术、科研机构、军／民用标准和基础设施共4个方面的建设经验，力求启示和促进我国装备科研生产军民融合法规建设，提升国家军民融合战略部署实施的质量和效益。

Systemically analyzes the characteristics of law construction of foreign countries＇ practice in research and production of civil-military integration equipment, such as the United States, Britain, France, Japan and Russia, et al. The construction experiences in acquisition of weaponry and equipment, dual-use technologies, scientific research institutions, military / civilian standards and infrastructure are summarized so as to inspire and promote the construction of law and regulations for civil-military integration of equipment research and production and enhance the quality and effectiveness of the implementation of the national military and civilian integration strategy deployment.
