循环经济视角下产业集群转型中优势产业的选择研究

Selection of Superior Industries from Circular Economy Perspective

循环经济是兼顾经济和环境价值的发展模式,尤其适合生态环境良好但经济发展水平有限地区的产业集群转型与精准扶贫战略。首先从循环经济视角下产业集群转型的实现路径角度出发,论述了选择优势产业作为切入点的必要性,之后通过构建优势产业评价指标体系,并以商洛市为例,运用组合赋权的灰色关联分析法对优势产业进行选择,发现优势产业具有集聚性、高技术、嵌入性和比较优势的特征,且集聚性和高技术更为重要,优势产业不一定是当地的传统产业,也可以是有发展前景的新兴产业。

Circular economy is a development model which takes into account both economic and environmental value, especially suitable for the industrial cluster transformation and targeted poverty alleviation strategy. First, the necessity of choosing advantageous industries as the break- through point has been discussed from the industrial cluster transition realization path under the per- spective of circular economy. After that, the evaluation index system has been constructed. Finally, taking Shangluo as an example, superior industries has been chosen using grey relational analysis method of combination weighting and the superior industrial＇ s features which include agglomeration, high technology, embedability and comparative advantage has been found. It should be emphasized that the agglomeration and high technology is more important, the superior industry is not always the local traditional industries, but also new industries full of prospects.
