川陕革命老区工业经济新格局构建路径探讨——以四川达州为例

The Construction Path of the New Pattern of Industrial Economy in the Old Revolutionary Areas in Sichuan and Shaanxi——Taking Dazhou City of Sichuan Province as an example

格局决定成长态势,格局是形成区域竞争力的根基。工业经济是区域经济发展的主导力量,在经济新常态背景下,川陕革命老区必须构建现代工业经济发展新格局。达州是川陕革命老区的核心区域,其工业经济发展新格局的建构事关该革命老区经济社会发展的全局,就现有工业经济基础的战略、布局、实力和结构来看,其空间、产业、技术组织、资源竞争和动力格局都存在不合理性。为此,从新格局的路径上讲,需强化引领工业经济新格局的理念系统、细化工业经济新格局的整体框架、破解工业经济新格局的瓶颈约束。从对策上讲,需创新机制建设,为构建工业经济新格局提供制度保障;优化发展环境,为构建工业经济新格局营造良好氛围;夯实发展平台,为构建工业经济新格局拓宽发展空间;加快资源转换,为构建工业经济新格局提供能源条件;筑牢人才支撑,为工业经济新格局提供人才保障;狠抓项目建设,为构建工业经济新格局筑牢发展基础;做强支柱产业,为构建工业经济新格局注入强劲动力。

The pattern determines the growth trend and is the foundation of the formation of regional competitiveness. The industrial economy is the leading force of regional economic development. In the background of the new normal of economy, a new pattern of development of modern industrial economy must be built in the old revolutionary base areas. Dazhou is the core of Sichuan Shaanxi revolutionary base. Its construction of the new pattern of industrial and economic development bears on the overall situation of economic and social development of the old revolutionary regions. From the strategic layout, strength and structure of the existing industrial economic foundation, its space, industry, technology organization, resource competition and dynamic pattern are not reasonable. Therefore, from the viewpoint of the path of a new pattern,it is necessary to strengthen the idea system of leading industrial economy of new pattern, refine the whole framework of industrial economy of new pattern, and break the bottleneck constraints on industrial economy of new pattern. From the strategy, it is necessary to innovate the mechanism construction, provide an institutional guarantee for the construction of new industrial economic structure, optimize the development environment,and build a good atmosphere for the new pattern of industrial economy. It is also necessary to strengthen the development platform to expand the development space for the construction of industrial economic structure,accelerate the conversion of resources to provide energy for the construction of the new pattern of industrial economy, build a strong talent support to provide talents for the new pattern of industrial economy, enhance projects construction to build a strong foundation for the development of new pattern and make pillar industries stronger to inject strong power for the construction of a new pattern of industrial economy.
