川南城市群智慧旅游同城化一体化的体制与机制研究

System and Mechanism for Unification and Integration of Smart Tourism of Urban Agglomeration in South Sichuan

随着城市化水平的提升和城市的空间集聚,城市群开始出现,相邻城市之间呈现同城化和一体化趋势,旅游业的发展也以城市群为依托呈现同城化和一体化的态势。同时,科学技术的发展和社会信息化、智慧化水平的提升,城市群旅游开始进入"智慧旅游"时代。智慧城市和智慧旅游的建设和发展为城市群区域旅游合作提供了契机和助力,为城市群智慧旅游的同城化和一体化奠定了基础。区域旅游合作所涉及的层面非常广泛,涉及统筹协调利益关系,协同管理利益主体,监督调解各方矛盾等诸多方面,需要构建相应的体制机制以解决共同合作的问题,城市群智慧旅游同城化和一体化的发展需要构建与城市群智慧旅游发展相适应的体制机制。本研究通过对城市群和智慧旅游的相关文献进行分析和梳理,综合现有文献,在旅游产业智慧化和一体化背景下,提出城市群智慧旅游同城化和一体化的体制机制研究。并以川南城市群为例,在分析川南各市智慧城市和智慧旅游项目建设现状的基础上,对川南城市群智慧旅游同城化一体化进行规划和布局,就川南城市群智慧旅游的同城化和一体化构建相应的管理体制和运行机制:在管理体制方面,结合我国旅游发展和川南地区的现实情况,在管理体制框架设计中设立旅游管理委员会、旅游开发建设委员会、旅游监督委员会和旅游信息中心,分别负责统筹决策、开发建设、监督仲裁和数据处理;在运行机制方面,提出构建统筹协调机制、协同管理机制、监督调解机制和合作共享机制,与管理体制相互契合,形成有机整体。最后就川南城市群智慧旅游的同城化和一体化发展提出了相关对策和建议。

With the promotion of urbanization and spatial agglomeration of cities, urban agglomeration arises and a trend of unification and integration appears. The development of tourism based on the urban agglomeration shows the trend of unification and integration. At the same time, with the development of science and technology and the enhancement of social informatization and intelligence, the tourism of urban agglomeration has begun to enter the era of ＂smart tourism＂. The construction and development of smart city and smart tourism provide the opportunity to the regional tourism cooperation and pave the way for unification and integration of the smart tourism of urban agglomeration. Regional tourism cooperation involves a wide range of issues such as the interests of coordination, subject of synergy management and the contradictions of supervision and mediation among the parties concerned. It is necessary to construct corresponding systems and mechanisms to solve the problem of cooperation. Unification and integration of urban agglomeration and smart tourism need to establish the system and mechanism that adapts to the development of urban agglomeration and smart tourism. Analyzing and combing the related literature of urban agglomeration and smart tourism, this paper puts forward the topic of system and mechanism for unification and integration of urban agglomeration and smart tourism in the background that tourism industry tends to be intelligent and integrated. Taking the urban agglomeration in south Sichuan as a case and analyzing the current situation of smart city and smart tourism project in each cities of south Sichuan Urban Agglomeration, the author makes a planning and layout of the unification and integration of smart tourism in south Sichuan Urban Agglomeration and constructs corresponding management system and operating mechanism to realize the unification and integration of the smart tourism in south Sichuan Urban Agglomeration. In terms of the management system, combining the development of tourism in China and the reality in south Sichuan, it is suggested to set up tourism management committee, tourism development and construction committee, tourism supervision committee and the tourist information centre in the design management system framework, which will be responsible for the overall decision-making, development and construction, supervision and arbitration and data processing respectively.In terms of operation mechanism, it is suggested to set up overall coordination mechanism, coordinated management mechanism, supervision and mediation mechanism and cooperation and sharing mechanism,which agree with the management system and form an organic whole. Finally, the paper puts forward some countermeasures and suggestions on the unification and integration development of smart tourism in south Sichuan Urban Agglomeration.
