Management Model Innovation and Practice of Small Reservoirs——Taking the Huayuanlong Reservoir in Jiangshan City as an Example

以江山市花园垄水库管理体制改革为例,认为确保水利工程正常运行及安全,关健要建立日常运行的有效管理体制,把水库防汛、抗旱、灌溉和维修等日常工作落到实处;此外,还要充分发挥水资源优势,通过水资源提高小型水利工程的综合效益,不断提高小型水利工程的自身造血机能,以便更好地保障工程安全,优化运行环境.

Taking the management system reform of Huayuanlong Reservoir in Jiangshan City as an example,this article believes that the most important thing of ensuring the normal and safe operation of water conservancy projects is to establish an effective management system for daily use,and to put flood prevention,drought relief,irrigation and maintenance of the reservoir into effect; at the same time,this article stresses giving full play to water resources advantage,enhancing comprehensive benefits of small water conservancy projects,constantly advancing the self-renovation function of small water conservancy projects,thus achieving better project security and optimal operation environment.
