摘要
随着现代工业的发展,生产过程中涉及的有害物质和能量不断增大,生产安全事故的发生难以完全避免,建立安全生产事故应急管理体系,组织及时有效的应急救援行动,已成为抵御事故风险或控制灾害蔓延、降低危害后果的关键手段。本文从我国安全生产面临的现状出发,论述了我国安全生产应急管理工作取得的进步和成效,分析了安全生产应急管理方面存在的问题,根据事故应急救援的特点及应急管理体系建设的相关法律依据,诠释了事故应急管理体系的基本构成。并就如何改进各类事故灾难的应急处置能力,提高应急救援手段和效果等提出了对策和建议。
With the development of modern industry,the harmful substances and energy involved in the production process are gradually increase,it is difficult to completely avoid the occurrence of production safetyaccidents. Establishing the emergency management system of production safety accidents and organizing timely and effective emergency rescue operations had become key means to resist the accidents risk or conrolthe spread of disasters and reduce the consequences of harm. This paper starts from the current situationthat China's safety production is facing,and discusses the progress we made and effects of emergency man-agement in China's safety production,and analyzes the problems existing in emergency management of safetyproduction. According to the characteristics of accident emergency rescue and the relevant legal basis of emer-gency management system construction,this paper explains the basic structure of accident emergency manage-ment system,and countermeasures and suggestions are put forward to discuss how to improve the emergencyhandling capability of all kinds of accident disasters and improve the means and effect of emergency rescue.
