在国家广泛号召发展"互联网+"的时代背景下,无论是来自实体经济的消费商品,还是对安全性要求极高的金融产品,皆实现了全程在线销售、服务和监管。相比之下,互联网彩票销售的探索目前陷入"多次叫停,重启待定"的全面暂停状态。结合这一特殊现状,本文重点分析互联网彩票销售模式曲折发展背后所反映的行业监管的转型和现存问题,并从学术层面就监管中存在的与市场的错位问题、监管理念有待转变的问题以及监管力量薄弱的问题等进行分析并提出相关建议,供行业研究者和从业者参考借鉴。

Now China is promoting the development of something plus internet. The commodity in real economy or financial products demanding high security all can be sold, served and monitored by internet. While the lottery sale by internet is now fully suspended after a process of ＂stopped quite a few times and hold for launch again＂. Based on this background, the thesis mainly analyzes the transformation and current problems existed in lottery industry supervision, presents suggestion and reference for industry researchers and participants from the academic respective while discussing such issues as the mismatch between supervision and market, the transformation of supervision framework, and the weakness of supervision.
