摘要
中欧班列自2011年诞生以来在快速发展的同时已遇到前所未有的瓶颈。文章分析了影响中欧班列可持续性发展的三个关键问题并提出了相应的解决方法。包括,针对中欧班列运输网络规划,可视情况采用简易规划方法和轴-辐网络规划方法;将统计分析与时间价值模型结合、将断裂点模型与GIS结合分别确定中欧班列的适运货物-区域以及对应的比较优势边界;从建立"统一自有结合、分段分程实施"的运营机制,建立统一基金及与运营机制相适应的分阶段动态补贴机制,建立与相关产业之间"三协三阶段"的协同机制等三个方面提出了中欧班列运行机制的构建方法。
Since the born of China Railway Express (CR Express) in 2011, CR Express has been developing rapidly and also posing unprecedented challenges. The paper analyzes three key problems that affect the sustainability of CR Express and proposes solutions to the three problems. Firstly, the simple planning method and the axis-radiation network planning method can be used to solve the network planning problem; Secondly, the value of time-based statistical analysis method, and the GIS-based fracture point model can be used to determine commodities of the CR Express; Last but not the least, the management, subsidies, and cooperative mechanisms are proposed to form a basis of the operation and management structure of CR Express.
