Framework and construction key points of river chief mechanism integrated management information system platform

在水利信息化背景下,河长制综合管理信息系统平台的构建对于提高河长工作效果,进而实现"河长治"具有重要意义。分析河长制综合管理信息系统平台成功的标志,提出系统平台建设的关键。根据"统一门户、统一业务应用系统、统一应用支撑平台、统一空间信息服务平台、统一数据资源"等"五个一"要求,构建河长制综合管理信息系统平台的整体架构与结构。从认识、技术、管理等层面,分析系统平台建设的要点。针对当前河长制落实和水利信息化建设中存在的一些问题,对下一阶段如何推进河长制综合信息平台顺利建成、加快河长制信息化建设提出相应的政策建议。

Under the background of water conservancy informatization, the construction of river chiefcomprehensive management information system platform is of great significance to improve the work effect andrealize the river chief mechanism. The sign of the success of the integrated management information system platformis analyzed. And the key to the construction of the system platform is proposed in this paper. According to the“unified portal, unified business application system, unified application support platform, unified spatial informationservice platform, and unified data resources”, the overall framework and structure of the river chief comprehensivemanagement information system platform are constructed. From the cognitive level, technical level and managementlevel, the key points of the system platform construction are analyzed. According to some problems existing inthe implementation of the river chief mechanism and the construction of water conservancy informatization, thecorresponding policy recommendations on how to promote the construction of the comprehensive information platformof the river chief mechanism and accelerate the informatization construction of the river chief mechanism in the nextstage are put forward in this paper.
