随着当前社会不断发展,人民群众对国家医疗服务体系提供的卫生产品需求日益增强,公立医院作为医疗卫生服务体系的重要组成部分,其自身的属性功能的发挥至关重要。当前医院现行的编制管理已不能适应医院的发展速度,公立医院自身需要破除制度瓶颈,应通过积极探索市场经济环境下新的管理体制,在国家医药卫生体制改革的大环境下,不断完善自身的服务体系发展,重新明确自身功能定位与社会属性,创新编制管理,从而激发公立医院的活力,提高服务效率和质量。

With the development of society, the people of the national health service system of health products growing demand, public hospitals as an important part of medical and health service system, its function attribute is very important. The current preparation of hospital management already can not adapt to the pace of development of the hospital, the public hospitals need to get rid of the bottleneck of the system, through the exploration of new management system under the environment of market economy actively, in the national medical system reform of the environment, and constantly improve its service system development, to clear its function orientation and social attribute. The preparation of management innovation, so as to stimulate the vitality of public hospitals, improve the effciency and quality of services.
