治理理论视阈下公民参与行政问责的现实困境与推进路径

On the Realistic Dilemma and Promotion Path of Citizen Participation in Administrative Accountability under the Governance Theory

公民参与公共治理是现代民主政治的内在要求,是推进国家治理体系建设和治理能力现代化的有效途径。中国社会的深刻转型,使传统意义上的政府责任体系面临重大挑战。公民参与行政问责对于明确治理背景下政府责任、提升公共治理绩效具有重要意义。针对公民参与行政问责面临的法律体系不完善、问责配套制度不健全、问责路径不畅通、问责文化缺失、能力素养障碍等问题,应加快健全我国公民参与行政问责的法律和制度体系,进一步畅通公民参与行政问责的路径,大力培育更加成熟的公民社会,增强对公民参与行政问责的支持和援助,以及加强问责效果的考核和评估。

Citizen participation in public governance is the inherent requirement of modern democratic politics and an effective way to promote the modernization of national governance system and governance capability. At present, the profound transformation of Chinese so-ciety poses a major challenge to the traditional system of government responsibility. Citizen participation in administrative accountability is of great value to clear government responsibility and improve public governance performance in the context of governance. In order to solve the problems such as imperfect legal system,unsound accountability system, unsmooth accountability path, lack of accountability culture and capacity, it should speed up the perfection of citizen participation in administrative accountability and legal system, further broaden the channels, vigorously cultivate a more mature civic society, enhance support and assistance, and strength the assessment and and evaluation of accountability effect.
