基于泰尔指数的广东省三市医疗保险基金公平性分析

Analysis on the Equity of Medical Insurance Fund in the Three Cities of Guangdong Province Based on Theil Index

目的分析珠海市、佛山市、肇庆市基本医疗保险基金的公平性。方法通过2013—2015年筹资水平和卫生服务利用水平两个指标,运用泰尔指数进行分析比较。结果三市的筹资水平和卫生服务利用水平都具有较好的公平性,但存在着地方性的差异。珠海市的较为平稳,佛山市略有波动,肇庆市提升较快。结论为了进一步提高公平性,必须打破职工医保和居民医保界限,实现城乡居民基本医疗保险的一体化;必须加强基本医疗保险基金收支预算管理,提高统筹基金利用效率;必须增强政府的主导作用,提升医疗保险制度本身的公平性。

ObjectiveTo analyze the equity of basic medical insurance fund in cities of Zhuhai,Foshan and Zhaoqing, and with two indexes of financing level and health service utilization level from 2013 to 2015. Method：The authors made the analysis and comparison with Theil index. Result：The level of financing and the level of health service utilization in the three areas are fairly fair.while the regional differences existed ：relatively stable in Zhuhai.slight fluctuations in Foshan .Zhaoqing .and rapid improvement in Zhaoqing. Conclusion ：In order to further improve the equity.medical insurance limitation between employees and residents has to be broken to realize the integration of urban and rural residents＇ basic medical insurance. Thus,we must strengthen the budget man-agement of the basic medical insurance,improve efficiency of the fund utilization collected in the overall planned way, strengthen the leading role of the government and enhance the equity of medical insurance system itself.
