广东与江苏基础研究能力比较研究——2000-2014年统计数据分析 被引量:10

摘要 基础研究是科技创新的源泉。对于作为经济强省和科技大省、正在实施自主创新战略和创新驱动发展战略的广东和江苏来说,加强基础研究尤为重要。在构建基础研究评价指标体系的基础上,以江苏作为参照对象,对粤、苏两省基础研究发展现状进行比较,并运用层次分析法对其基础研究能力进行分析,得出结论:广东基础研究投入逐年增大,并取得了良好的科技成果,企业基础研究有一定优势。经层次分析法对2000-2014年相关数据指标进行验证发现,到2014年广东省级层面基础研究能力为82.5分,但研究机构-高校层面基础研究能力仅为46.5分,与江苏(省级层面92.4分,研究机构-高校层面94.2分)相比,广东基础研究能力偏弱,产出较少,研究机构与高校基础研究能力发展空间较大。因此,在促进广东高校和科研机构加大基础研究投入和产出力度、大力提升其基础研究能力的同时,还应积极推进基础研究领域的政产学研合作,发挥好企业的作用。 Basic research is the source of scientific and technological innovation. It is particularly important to strengthen basic research for G u a n g d o n g and Jiangsu,which are strong economic province and big science and technology province,and are implementing independent innovation strategy and innovation driven development strategy. Bthe evaluation index system of basic research,taking Jiangsu as a reference object, the fundamental research development status quo of Jiangsu and G u a n g d o n g provinces were analyzed, and a further study on the basic research ability of twoprovinces was made by Analytic Hierarch Process. It is concluded that the investment in bbeen increasing year by year and has achieved good scientific and technological achievements. Enterprises have certain ad-vantages in basic research. W i t h the analysis of the relevant data and indexes from 2000 to 2014 by Analytic HierarchProcess,the level of G u a n g d o n g /s basic research ability at the provincial level is 82. 5 p-university level is only 46. 5 points in 2014. C o m p a r e d to Jiangsu(the provincial level is 92. 4 points, the institution-uni-versity level is 94. 2) , G u a n g d o n g /s basic research ability is w e a k,output is less, the development space of basic research a-bility of research institutions and universities is larger. While promoting G u a n g d o n g universities and research institutions to increase input and output of basic research,and vigorously enhance their basic research capabilities,actively promote government- industry-university-institute" cooperation in the field of basic research,play a good role of e.
