创新驱动区域主导产业升级与价值链重构路径

Pathways of Innovation-Driven Regional Leading Industries' Upgrade and Value Chains Reconstruction

文章基于传统主导产业升级指标评价体系,构建价值链视角下主导产业升级新的分析框架和理论模型。该模型增加了以投入产出法对生产过程中生产非一体化程度进行区分和测度,表达经济体参与全球-国内价值链水平。以江苏省为例,探讨了区域主导产业选择及推动主导产业价值链升级与重构的创新驱动路径。研究结果表明:创新驱动对主导产业价值链升级、地位提升具有明显地推动作用;区域竞争力提升需要充分发挥主导产业的引领作用,以主导产业为龙头,推动主导产业价值链升级与重构是取得区域竞争优势的重要来源。

Based on the evaluation index system of traditional leading industry upgrading, this paper constructs a new an- alytical framework and theoretical model of leading industry upgrading from the perspective of value-chain. In the proposed model, the input-output method is used to distinguish and measure the degree of non-integration in the production process, and show the level of economic entity participating in the global-domestic value-chain. Taking Jiangsu Province as an exam- ple, this paper discusses the choice of regional leading industries and the innovation-driven pathways of promoting the upgrade and reconstruction of leading industry value-chain. The study result shows that innovative drive has obvious promoting effect on the leading industry value-chain upgrade and status elevation; regional competitiveness enhancement requires a full play to the leading role of the leading industries and taking the leading industry as a bellwether. Advancing the upgrade of the leading industry value-chain and reconstruction is an important source of regional competitive advantage.
