摘要
文章在考虑能源消耗与环境损耗的基础上,利用四阶段分类DEA剔除外部环境变量的影响,并用Bootstrap-DEA模型剔除随机冲击的影响,对我国2016年30省(市、自治区)经济发展的绿色效率进行了测算。研究发现:传统分类DEA会低估经济发展效率;分地区而言,东部地区发展效率较好,中西部地区较低;现阶段,我国绝大多数地区的规模报酬递减,处于要素投入过剩状态,要转变"要素驱动型"经济发展模式;按照纯技术效率与规模技术效率将各省(市、自治区)可分为"双高型"、"高低型"、"低高型"、"双低型"四种类型,各省(市、自治区)应按照自身实际情况有针对性地提高经济发展效率,增强经济活力,实现可持续发展。
In consideration of the energy consumption and environmental losses, this paper uses four-stage DEA removing the external environmental influences, and Bootstrap-DEA model removing the stochastic impact to measure the green efficiency of 30 provinces' economic development in the year 2016. The study finds that the traditional classified DEA may underestimate the economic efficiency of development; as far as the different regions are concerned, the eastern region has better development ef- ficiency, while the middle and west lower; currently in China the vast majority of areas are in the stage of decreasing returns to scale, in a state with excessive factor inputs, which should be converted to "factor-driven" model of economic development. Final- ly accordance to pure technical efficiency and scale efficiency, the paper divides all the provinces (municipalities and autonomous regions) into such four types as "double-high", "high-low", "low-high" and "double-low, which shows that each region should pointedly escalate the economic efficiency, enhance the economic vitality and achieve sustainable development according to their own actual situation.
