《2016年全球创新指数报告》和《国家创新指数报告2015》中衡量国家创新能力的相关数据指标表明,我国已经具备了建成创新型国家的重要基础,但是在对创新型国家建设具有根本性和全局性保障作用的相关制度层面还存在供给不足。数据显示,知识产权发展状况及制度建设水平已经成为衡量国家创新能力和综合发展实力的重要指标,对于推动创新型国家建设具有不可替代的作用。新时代背景下,我国的知识产权制度建设需树立前瞻性发展眼光,顺应科技和经济发展新趋势,构筑保护创新的制度合力;知识产权制度发展应着力提升国际化视野,以为建设创新型国家营造积极有利的国际环境。

According to the relevant data indicators and ranking, China already had an important foundation for becoming an innovative nation. But at the same time, there is a big gap between China and developed countries. In particular, there is insufficient supply system at the institutional level, which is fundamental and the overall guarantee of innovation. Intellectu- al property has a significant effect on building an innovative nation. In the process of building an innovative nation, the role of intellectual property system cannot be replaced, and has become an important indicator to measure the national innovation and comprehensive strength. At present, economic globalization had entered a new stage and China＇ s economic develop- ment had entered a new normal state. Under the new situation, China＇ s intellectual property system should establish a for- ward -looking development vision and international perspective, from the legislative, law enforcement, judicial and other aspects of systematic improvement, to create a good intellectual property system to the ecological environment in response to the needs of innovation- oriented nation.
