Coordinating Power of Provincial-level Governments on Higher Education:Origin,Connotation,Dilemma and Solutions

随着计划经济向社会主义市场经济转轨,我国高等教育管理体制改革逐步深化,高等教育分权改革和高等教育地方化共同催生了省级政府高等教育统筹权。然而,以行政型分权和以权力分散及权力委托为主的高等教育分权模式等因素导致省级政府高等教育统筹权在实践中被弱化。要摆脱这一困境,须通过高等教育立法确定省级政府高等教育统筹权,并加强配套制度建设。

With the transformation from the planned economy to the socialist market e conomy, the higher education management system reform was gradually deepened, and the vertical decentralization and localization in higher education have given rise to the coordina- ting power of provincial-level governments on higher education. However, the decentralization emphasizes administrative decentralization and the administrative decentralization mainly takes the forms of deconcentration and delegation. The combined effect is that the coordina- ting power of provincial-level governments on higher education is weakened. To solve the dilemma, legislative bodies must improve the coordinating power of provincial-level governments on higher education by enacting higher education legislation and strengthening related system construction.
