大学自主办学是指大学为提高人才培养、科学研究以及社会服务等的水平与质量,在推进办学自主权、自主办学能力以及自主办学责任正向匹配与耦合共生的动态过程中表现出的行为。办学自主权是大学自主办学的核心依据,自主办学能力是大学自主办学的基础支撑,自主办学责任是大学自主办学的内在规约。大学自主办学的本质在办学自主权、自主办学能力以及自主办学责任的互动中彰显,办学自主权、自主办学能力以及自主办学责任之间的互动划定了大学自主办学的边界,决定了大学自主办学的基本状况。

University autonomy means the symbiotic behavior in the process of dynamic and coupling in which the university promotes the power,ability and responsibility of university autonomy, to improve the level and quality of personnel training, scientific research and social services. The power is the core basis for university autonomy, the ability to run auton omously is the basic support for university autonomy, and the responsibility is the inner regulation for school-running. Then, the essence of university autonomy demonstrates the interaction among the power, capability and responsibility; meanwhile, it also makes the boundary of university autonomy, which determines the basic situation of independent university.
